Just like with individuals, we tend to place trust on organizations and instituitions based on their past behaviors / actions. It's obvious we have very little trust on USCIS.
I think there is some misunderstanding on the memo bein discussed.
I'm still betting USCIS has a (reasonably accurate--- give or take a thousand) tally of pending India / China EB2 I-485s that match the available GC visa numbers which have to be used up before Sep 30th. All they have to do is assign visa numbers before September 30th. It is quite possible for them to process the applications and assign the visa numbers at the end. Most likely approvals will come well into October.
Well, that's the way U and I would do it, so no visa numbers are wasted. It remains to be seen if the UscIs has more cooks than just U and I! ;-)

The Receipt date is the date when they actually receive our case in a Service Center. Notice date is when it got entered into the system. I-485 Notice shows both the RD and ND. RD should be August 17 for most of us, whose cases were transferred to various Service Centers. Online status shows the ND. The only confusion here is what do they go by(may be USCIS it self not sure how to prioritize - whether on ND or RD).
Strictly speaking, if they go by ND and if the ND is after Aug-17 we may not be eligible for GC, as our(July/Aug 07 batch) cut-off dates is august-17-2007. This is what I was told by DAO when I attended the interview at the local USCIS office.

If the authorities were really clever they should have accepted the 65000 with highest salaries instead of doing something random like a lottery. This in turn would have forced employers to raise wages to have a meaningful shot at getting a visa.

If we can even collectively demand official data, which I think we are entitled to, it will help IV community in estimating the wait times for individual cases. It may also help USCIS in correcting their projections and forseeing the demand.

I am waiting for someone from IV core to endorse the idea.
This was discussed in a conference call with core today - a bunch of flowers may not even reach the intended person. Such a campaign may look good in movies only.
The concept of IV is to communicate in the most effective manner. Do please come up with innovative ideas - and see how best we can utilize them.

To begin with, Congratulations to every deserving IV member who can now apply for a green card!
I'd like to thank each and every member of the IV Core Team. Your efforts have changed our lives. Because of you, people won't be scooting off to UK and Canada, some children won't age out, people wouldn't have to get more *ouch!* shots, et al! From skepticism to total admiration is how my perception of IV changed over the past two weeks. You have done justice to the name Immigration Voice. Enough said!
Like the Core Team repeatedly insists, this is just one of the first few important steps, and there is a lot more to be done. And for that to happen, IV needs contributions. I am not in a position to urge people to contribute. I am a junior member, 20 years old, on an H-4 with no means to work, and not a single bank account yet to my name. However, I wish to pledge the first 500 hundred dollars of savings from my first job after obtaining an EAD to Immigration Voice.

Does one need to be on an F1 (students) visa to get an assistantship?? Can one work only on university campus while doing their assistantship?? If not where is one eligible to work on assistantship & what type of jobs are available?? My wife is planning to do her CPA on an H4 visa, can she work on assistantship while pursuing it??�Please respond.

Thanks for the replies. I guess, I do not have time to get all that done before I file the I485. Damn, should have taken care of it earlier. I guess I will have to fill the forms just as I have done for the labor and then hope that I am not stuck. Will follow up with my lawyer to get some legal advice too. If I learn anything new, I will sure post.

I am EB3-I (pd 02 retrogressed) but was interested in this discussion so i emailed my lawyer about it. She said, historically the last month of the fiscal year has the most approvals as they try to clear as much as they can. You will see a lot more approvals from next week or sept 2nd week.
As you guys may already know. When a 485 file is with an adjudicating officer, h/she then is able to request a number via an online portal from the State Dept with the relevant case details.
I am hearing that for the last few days when EB2 India/China numbers are requested, instead of granted or not, the officers are getting a "pending" status report. They can't adjudicate without the number being approved from the State Dep't.
The same thing is not happening with ROW cases. Of course all of this is ridiculous and unfair but judging from last years events, I suppose we are to expect this. So it appears that the state Dep't might be doing some internal calculations. Not sure if they are trying to get info back from consular posts as well before they release the rest to the service centers.
However what is clear is that all is definitely not smooth with the communication at this time. Hopefully they will get it together and in the end not waste numbers. NSC was really slow off the mark earlier this month and those of us with old pending cases there, appear to have been the losers this rounds.
I'm praying they have numbers left over for next month. Based on what we are seeing they seem have gone into ramping down for Aug. already.

Is IV only for those who have filed I485?
I gave my opinion and people gave me lot of reds. There is a majority here who already have EAD and have filed I485. You people do not care for those who are less fortunate and struggling in the early stages of the process. If July 07 had not happened, all of you would be asking for I485 filing option today.
By giving reds to people who disagree you will drive people away and make IV only for those who have filed I485 and not for the entire EB immigration people.
I gave my opinion and people gave me lot of reds. There is a majority here who already have EAD and have filed I485.
